On November 10, 2012 in Tokyo the Minister of Foreign Affairs of the Republic of Tajikistan Hamrokhon Zarifi took part in the 4th Foreign Ministers’ Meeting of the «Central Asia plus Japan» Dialogue.
At the beginning of the meeting the participants spoke about successes reached over 20 years after establishing diplomatic relations between Central Asian countries and Japan, as well as about successes in the framework of the «Central Asia plus Japan» Dialogue. The sides also considered in detail the issues of trade, investment, environmental protection, energy, achievement of the the Millennium Development Goals, and reducing inequalities. The participants of the meeting expressed their opinion on measures and efforts of the Central Asian countries, undertaking for maintenance peace and stability in the region, necessity of regional cooperation to stabilize the situation in Afghanistan.
The Head of delegations also noted the need for interaction in disaster risk reduction.
In his speech, the Foreign Minister of Tajikistan focused participants’ attention on water and energy issues: «Over last years the settlement of the water and energy issues has been the object of raising misunderstanding between the countries of the region. The topic became topical because of incorrect interpretation of the issue of water-energy resources management of the region. For Tajikistan, we never set an objective to cause damage on the interests of the neighbor countries to meet ours». He also stressed that Tajikistan adheres to the position of the maintenance balance of the own and region-wide interests in solving these problems.
The Tajik Foreign Minister raised issues of public health, education, gender equality, drug trafficking, threat of distribution of extremism and terrorism, necessity of the implementation of the regional infrastructure projects with involvement of Afghanistan.
During the meeting the Japanese side stated that Japan was ready to allocate 700 million US dollars to realize necessary projects within the framework of the Dialogue.
The sides agreed to hold a regular Intellectual Dialogue till March 2013, which is one of the main pillars of the cooperation in the framework of the implementation of the «Action Plan» of the «Central Asia plus Japan» Dialogue.
The 5th Foreign Ministers’ Meeting of the «Central Asia plus Japan» Dialogue will be held under the chairmanship of Kyrgyz Republic.
During press conference on the outcome of the Meeting Minister Hamrokhon Zarifi emphasized that at present the issues of regional cooperation have taken an extremely important character. «It is necessary to reasonably combine disposed natural resources of the Central Asia and Japanese advanced technology» - H. Zarifi noted.
In conclusion of the 4th Meeting the parties adopted the Joint Statement.
