The Republic of Tajikistan became an independent state in 1991 as a result of the Soviet Union collapse. Since that time the country has overcome a long period of civil war and internal disorders. Political stability was only revived in 1997 after signing the agreement on peaceful settlement between the Government of Tajikistan and Joint Tajik opposition.

When the Republic became independent the level of its economic development was considerably decreased by long civil war, natural calamities and breakdown of communications existing during the soviet period. During the period from 1991 to 1997 the GDP of the country has been dropped for over 60% and there has been a decline in the level of living standards in the country. The average salary has reached the level of less than 10 USD. The essential types of social servicing have been ceased and there has been a drop of employment.

After the Republic became independent the structure of economy has been scarcely changed. The more important sector is agriculture covering more than half of inhabitants of rural areas. The main agricultural crop of Tajikistan is cotton. Its cultivation is one of the most important segments of national economy from the point of view of employment and export. The industrial production is mainly focused on the following sectors: electric power generation, metallurgy, in particular aluminium production, textile and food industry.

In 1991 – 1996 the economic development of Tajikistan had a descending trend. Production output was sharply declined and the living standards of population were also considerably decreased. In 1993 the GDP was decreased by 16 %, in 1994 – by 21%, in 1995 – by 12%, in 1996 – by 17%. The GDP in 1995 made only 41 % of the indicator of 1991. Some indicators of economic growth appeared only in 1997-1998 when the official statistics fixed the growth of GDP by 1,7% и 5,3% correspondingly.

After establishing political sustainability in the country the Government of the Republic of Tajikistan continued conducting the earlier launched economic and social reforms. In 1998 the Government of Tajikistan adopted the medium-tem economic development strategy for 1998-2001. The macroeconomic stability has been achieved since the end of 90s. For the period of 1998-2004 the GDP growth became stable and made in average 8,3% per year. Export was increased and tax collectiveness was raised.

The Program of market reform of economy of Tajikistan envisages: formation of new economic and social policy, legal support for economic reforms and economic development as a whole, creation of highly effective production, transformation of ownership relations and implementation of the principle of variety of its forms, development of entrepreneurship and formation of competitive environment.

The economic reform of Tajikistan is carried out in several directions including reorganization of public enterprises management, denationalization and privatization of public property objects, creation of unified and equal conditions for functioning of enterprises and organizations of different forms of ownership, gradual liberalization of economic activities and providing freedom of entrepreneurship as well as creation of favorable conditions of attracting foreign investments to the Republic of Tajikistan corresponding to world practice.
